Training can achieve all four levels of training evaluation by assessing the effectiveness of the four levels of training including Reaction, Learning, Behavior and Results. The reaction can be evoked by asking the participants about their experience and opinions about the training program. The learning level can be achieved by encouraging employees to learn the knowledge and skills being imparted by explaining the applications of the training and using different tools for learning.
 According to Noe, employees have to be motivated to attend training events and share their knowledge and skills acquired to meet changing business and job demands. (Noe, 2017, pg. 202). The behavior level of training are assessed through observation and impact on the employees. Additionally, the training program design should include taking steps to ensure after training, the acquired knowledge and skills are used on the job. (Noe, 2017, pg. 203). The results of training can be measured by evaluating the effect of improvement in performance and productivity, better outcome for organizational goals and better motivational levels to perform.
